Context of Isaiah 28:5
3The proud city of Samaria— the glorious crown of the drunks of Israel— will be trampled beneath its enemies’ feet. 4It sits at the head of a fertile valley, but its glorious beauty will fade like a flower. Whoever sees it will snatch it up, as an early fig is quickly picked and eaten. Then at last the Lord of Heaven’s Armies will himself be Israel’s glorious crown. He will be the pride and joy of the remnant of his people. 6He will give a longing for justice to their judges. He will give great courage to their warriors who stand at the gates. 7Now, however, Israel is led by drunks who reel with wine and stagger with alcohol. The priests and prophets stagger with alcohol and lose themselves in wine. They reel when they see visions and stagger as they render decisions.

- Adam Clarke Bible Commentary · v. 5In that day - Thus far the prophecy relates to the Israelites, and manifestly denounces their approaching destruction by Shalmaneser. Here it turns to the two tribes of Judah and Benjamin, the remnant of God's people who were to continue a kingdom after the final captivity of the Israelites. It begins with a favorable prognostication of their affairs under Hezekiah; but soon changes to reproofs and threatenings for their intemperance, disobedience, and…Read the comment

And whether those that teach are drunk with wine, or intoxicated with false doctrines and notions concerning the kingdom and salvation of the Messiah…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 5-135-13. The prophet now turns to Judah; a gracious promise to the remnant ("residue"); a warning lest through like sins Judah should share the fate of Samaria. crown--in antithesis to the "fading crown" of Ephraim (Is 28:1, 3). the residue--primarily, Judah, in the prosperous reign of Hezekiah (2Ki 18:7), antitypically, the elect of God; as He here is called their "crown and diadem," so are they called His (Is 62:3); a beautiful reciprocity.Read the comment
