Context of Isaiah 28:5
3The splendid crown of the drunkards of Ephraim is trampled by [the foreigners’] feet. 4And the fading flower of its glorious beauty, Which is at the head of the rich valley, Will be like the early fig before the summer, Which one sees, And as soon as it is in his hand He [greedily] swallows it [and so will the Assyrians rapidly devour Samaria, Israel’s capital]. In that day the Lord of hosts will become a magnificent crown And a glorious diadem to the [converted] remnant of His people, 6A spirit of justice for him who sits in judgment [administering the law], A strength to those who drive back the battle at the gate. 7But even these reel with wine and stagger from strong drink: The priest and the prophet reel with strong drink; They are confused by wine, they stagger from strong drink; They reel while seeing visions, They stagger when pronouncing judgment.

- Adam Clarke Bible Commentary · v. 5In that day - Thus far the prophecy relates to the Israelites, and manifestly denounces their approaching destruction by Shalmaneser. Here it turns to the two tribes of Judah and Benjamin, the remnant of God's people who were to continue a kingdom after the final captivity of the Israelites. It begins with a favorable prognostication of their affairs under Hezekiah; but soon changes to reproofs and threatenings for their intemperance, disobedience, and…Read the comment

The prophet now turns to Judah; a gracious promise to the remnant ("residue"); a warning lest through like sins Judah should share the fate of Samaria. crown--in antithesis to the "fading crown" of Ephraim (Is 28:1, 3). the residue--primarily, Judah, in the prosperous reign of Hezekiah (2Ki 18:7), antitypically, the elect of God; as He here is called their "crown and diadem," so are they called His (Is 62:3); a beautiful reciprocity.Read the comment
