23Either a bull or a lamb that has any limb too long or too short you may offer as a freewill offering, but for a vow it shall not be accepted. 24‘You shall not offer to the Lord what is bruised or crushed, or torn or cut; nor shall you make any offering of them in your land. Nor from a foreigner’s hand shall you offer any of these as the bread of your God, because their corruption is in them, and defects are in them. They shall not be accepted on your behalf.’ ” 26And the Lord spoke to Moses, saying: 27“When a bull or a sheep or a goat is born, it shall be seven days with its mother; and from the eighth day and thereafter it shall be accepted as an offering made by fire to the Lord.

- Barnes’ Notes on the Bible · v. 25A stranger‘s hand - The word here rendered “stranger”, is not the same as that in Leviticus 22:10, Leviticus 22:18: it means literally, “the son of the unknown”, and probably refers to one dwelling in another land who desired to show respect to the God of Israel. See 1 Kings 8:41.Read the comment
- Tyndale Open Study Notes · v. 1-33This section, which discusses priestly rules, six times repeats the phrase I am the Lord who sanctifies (Leviticus 21:15, 23; 22:9, 16, 32; see also 21:8). These words emphasize the link between God's holiness and the holiness expected of priests. This extended to all of Israel (see 8:10; 11:44–45; 19:2). The text specifically addresses priests in 21:1–22:16, while including both clergy and common people in 22:17–33.Read the comment

The reason for this extreme caution is found in the fact that sacrifices are either an expression of praise to God for His goodness, or else they are the designed means of conciliating or retaining His favor.
