Context of Leviticus 22:25
23You may, however, present as a freewill offering an ox or a sheep that is deformed or stunted, but it will not be accepted in fulfillment of a vow. 24You must not offer to the Lord an animal whose testicles are bruised, crushed, torn or cut. You must not do this in your own land, and you must not accept such animals from the hand of a foreigner and offer them as the food of your God. They will not be accepted on your behalf, because they are deformed and have defects.’ ” 26The Lord said to Moses, 27“When a calf, a lamb or a goat is born, it is to remain with its mother for seven days. From the eighth day on, it will be acceptable as a food offering presented to the Lord.

- Barnes’ Notes on the Bible · v. 25A stranger‘s hand - The word here rendered “stranger”, is not the same as that in Leviticus 22:10, Leviticus 22:18: it means literally, “the son of the unknown”, and probably refers to one dwelling in another land who desired to show respect to the God of Israel. - Tyndale Open Study Notes · v. 1-33This section, which discusses priestly rules, six times repeats the phrase I am the Lord who sanctifies (Leviticus 21:15, 23; 22:9, 16, 32; see also 21:8). These words emphasize the link between God's holiness and the holiness expected of priests. This extended to all of Israel (see 8:10; 11:44–45; 19:2). The text specifically addresses priests in 21:1–22:16, while including both clergy and common people in 22:17–33.Read the comment

Ye shall offer at your own will--rather, to your being accepted. a male without blemish--This law (Le 1:3) is founded on a sense of natural propriety, which required the greatest care to be taken in the selection of animals for sacrifice. The reason for this extreme caution is found in the fact that sacrifices are either an expression of praise to God for His goodness, or else they are the designed means of conciliating or retaining His favor.
