Context of Leviticus 22:25
23For a freewill offering you may offer either a bull or a lamb which has an overgrown or stunted member (deformity), but for [the payment of] a vow it will not be accepted. 24You shall not offer to the Lord any animal which has its testicles bruised or crushed or torn or cut off, or sacrifice it in your land. Nor shall you offer as the food of your God any such [animals obtained] from a foreigner, because their corruption and blemish makes them unfit; there is a defect in them, they shall not be accepted for you.’ ” 26Then the Lord spoke to Moses, saying, 27“When a bull or a sheep or a goat is born, it shall remain for seven days with its mother; and after the eighth day it shall be accepted as an offering by fire to the Lord.

- Barnes’ Notes on the Bible · v. 25A stranger‘s hand - The word here rendered “stranger”, is not the same as that in Leviticus 22:10, Leviticus 22:18: it means literally, “the son of the unknown”, and probably refers to one dwelling in another land who desired to show respect to the God of Israel. See 1 Kings 8:41.Read the comment
- Tyndale Open Study Notes · v. 1-33This section, which discusses priestly rules, six times repeats the phrase I am the Lord who sanctifies (Leviticus 21:15, 23; 22:9, 16, 32; see also 21:8). These words emphasize the link between God's holiness and the holiness expected of priests. This extended to all of Israel (see 8:10; 11:44–45; 19:2). The text specifically addresses priests in 21:1–22:16, while including both clergy and common people in 22:17–33.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 17-3319. Ye shall offer at your own will--rather, to your being accepted. a male without blemish--This law (Le 1:3) is founded on a sense of natural propriety, which required the greatest care to be taken in the selection of animals for sacrifice. The reason for this extreme caution is found in the fact that sacrifices are either an expression of praise to God for His goodness, or else they are the designed means of conciliating or retaining His favor.
