Context of Zechariah 4:7
5He answered, “Do you not know what these are?” “No, my lord,” I replied. 6So he said to me, “This is the word of the Lord to Zerubbabel: ‘Not by might nor by power, but by my Spirit,’ says the Lord Almighty. “What are you, mighty mountain? Before Zerubbabel you will become level ground. Then he will bring out the capstone to shouts of ‘God bless it! God bless it!’ ” 8Then the word of the Lord came to me: 9“The hands of Zerubbabel have laid the foundation of this temple; his hands will also complete it. Then you will know that the Lord Almighty has sent me to you.

- Barnes’ Notes on the Bible · v. 7Who art thou, O great mountain? Before Zerubbabel thou shalt be a plain - The words have the character of a sacred proverb; “Every one that exalteth himself shall be abased” Luke 14:11; Luke 18:14. Isaiah prophesies the victories of the Gospel in the same imagery, “Every valley shall be exalted and every mountain and hill shall be made low; and the crooked shall be made straight and the rough places plain” Isaiah 40:4. - Tyndale Open Study Notes · v. 7O great mountain … become a plain: This phrase is a metaphor used in both the Old Testament (see Isaiah 40:4; 49:11) and the New Testament (see Matthew 17:20; 1 Corinthians 13:2). It means that faith in God helps people overcome difficult challenges. The capstone or headstone, which is the final stone, completes a stone wall or building (see Psalm 118:22). Grace, grace to it! is a prayer asking for God's favor and blessing on the new temple.Read the comment
