Context of Zechariah 4:8
6So he said to me, “This is the word of the Lord to Zerubbabel: ‘Not by might nor by power, but by my Spirit,’ says the Lord Almighty. 7“What are you, mighty mountain? Before Zerubbabel you will become level ground. Then he will bring out the capstone to shouts of ‘God bless it! God bless it!’ ” Then the word of the Lord came to me: 9“The hands of Zerubbabel have laid the foundation of this temple; his hands will also complete it. Then you will know that the Lord Almighty has sent me to you. 10“Who dares despise the day of small things, since the seven eyes of the Lord that range throughout the earth will rejoice when they see the chosen capstone in the hand of Zerubbabel?”

- Matthew Henry Concise Commentary · v. 8-10Verses 8-10 The exact fulfilment of Scripture prophecies is a convincing proof of their Divine original. Though the instruments be weak and unlikely, yet God often chooses such, to bring about great things by them. Let not the dawning light be despised; it will shine more and more to the perfect day. Those who despaired of finishing the work, shall rejoice when they see Zerubbabel giving directions what to do, and taking care that the work be done. It is…Read the comment
- Tyndale Open Study Notes · v. 1-14This vision shows that God, through his Spirit, would help Zerubbabel and Jeshua rebuild the temple.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-141. waked me--The prophet was lying in a state of ecstatic slumber with astonishment at the previous vision. "Came again, and waked me," does not imply that the angel had departed and now returned, but is an idiom for "waked me again."Read the comment
