Context of Ezekiel 26:6
4They will destroy the walls of Tyre and pull down her towers; I will scrape away her rubble and make her a bare rock. 5Out in the sea she will become a place to spread fishnets, for I have spoken, declares the Sovereign Lord. She will become plunder for the nations, and her settlements on the mainland will be ravaged by the sword. Then they will know that I am the Lord. 7“For this is what the Sovereign Lord says: From the north I am going to bring against Tyre Nebuchadnezzar king of Babylon, king of kings, with horses and chariots, with horsemen and a great army. 8He will ravage your settlements on the mainland with the sword; he will set up siege works against you, build a ramp up to your walls and raise his shields against you.

- Adam Clarke Bible Commentary · v. 6And her daughters - The places dependent on Tyre. As there were two places called Tyre, one on the main land, and the other on a rock in the sea, opposite to that on the main land, sometimes the one seems to be spoken of, and sometimes the other. That on the land, Palaetyre, was soon taken; but that in the sea cost Nebuchadnezzar thirteen years of siege and blockade. The two formed only one city, and one state.Read the comment

Like Jerusalem, she would become loot for their armies. as the sea brings up its waves: This image fits Tyre very well. Tyre was built on a small island along the coast. Waves were a normal part of life there. The picture shows how enemies would strike Tyre again and again, like waves hitting the shore. It is a metaphor (a word picture) for a military assault.Read the comment
