Context of Ezekiel 26:6
4They will destroy the walls of Tyre and demolish her towers. I will scrape the soil from her and turn her into a bare rock. 5She will become a place in the sea to spread nets, for I have spoken.” This is the declaration of the Lord God. “She will become plunder for the nations, and her villages on the mainland will be slaughtered by the sword. Then they will know that I am the Lord.” 7For this is what the Lord God says: “See, I am about to bring King Nebuchadnezzar of Babylon, king of kings, against Tyre from the north with horses, chariots, cavalry, and a huge assembly of troops. 8He will slaughter your villages on the mainland with the sword. He will set up siege works, build a ramp, and raise a wall of shields against you.

- Adam Clarke Bible Commentary · v. 6And her daughters - The places dependent on Tyre. As there were two places called Tyre, one on the main land, and the other on a rock in the sea, opposite to that on the main land, sometimes the one seems to be spoken of, and sometimes the other. That on the land, Palaetyre, was soon taken; but that in the sea cost Nebuchadnezzar thirteen years of siege and blockade. The two formed only one city, and one state.Read the comment

Waves were a normal part of life there. The picture shows how enemies would strike Tyre again and again, like waves hitting the shore. It is a metaphor (a word picture) for a military assault.Read the comment
