Context of Ezekiel 25:2
1The word of the Lord came to me: “Son of man, turn toward the Ammonites and prophesy against them. 3Say to the Ammonites, ‘Hear the word of the sovereign Lord: This is what the sovereign Lord says: You said “Aha!” about my sanctuary when it was desecrated, about the land of Israel when it was made desolate, and about the house of Judah when they went into exile. 4So take note, I am about to make you slaves of the tribes of the east. They will make camps among you and pitch their tents among you. They will eat your fruit and drink your milk.

- Adam Clarke Bible Commentary · v. 2Set thy face against the Ammonites - We have already seen, Ezekiel 21:19, etc., that when Nebuchadnezzar left Babylon he was in doubt whether he should besiege Riblath, the capital of the Ammonites, or Jerusalem, the capital of the Jews, first: and having used his divination. he was determined, by the result, to attack Jerusalem the first. He did so and the Ammonites, seeing the success of his arms, made friends with him, and exulted in the ruin of the…Read the comment

There are six shorter messages against Judah's immediate neighbors, arranged in a clockwise order, followed by a final message against Egypt (Ezekiel 30–32). Through experiencing God's judgment, the nations would recognize God's control over everything. The nations might be used to carry out God's judgment on his people, but they would not avoid judgment themselves. One of the…Read the comment

The nations denounced are seven, the perfect number; implying that God's judgments would visit, not merely these, but the whole round of the heathen foes of God.
