Our clothes and sandals are also worn-out because we have come such a long way.” 14The men believed the evidence they were shown, but they did not ask the Lord about it. So Joshua made peace with them by making a treaty which allowed them to live. The leaders of the congregation swore to it with an oath. 16But three days after the treaty was made, the Israelites heard that these people were their neighbors and lived with them. 17The Israelites broke camp. They came to the cities of Gibeon, Chephirah, Beeroth, and Kiriath Jearim two days later.

- Adam Clarke Bible Commentary · v. 15Joshua made peace with them - Joshua agreed to receive them into a friendly connection with the Israelites, and to respect their lives and properties; and the elders of Israel bound themselves to the observance of it, and confirmed it with an oath. As the same words are used here as in Joshua 9:6, we may suppose that the covenant was made in the ordinary way, a sacrifice being offered on the occasion, and its blood poured out before the Lord. Had the oath been in itself unlawful, it would not have been binding; for no obligation can render it our duty to commit a sin. But it was…Read the comment

It was the capital of the Hivites, and a large important city (Jos 10:2). It seems to have formed, in union with a few other towns in the neighborhood, a free independent state (Jos 9:17) and to have enjoyed a republican government (Jos 9:11).Read the comment
