Context of Joshua 9:15
13And these wineskins, which we were new when we filled them, but now see, they are cracked. Also these our garments and our sandals are worn-out because of the very long journey.” 14So the men of Israel took some of their provisions, and did not seek counsel from Adonai’s mouth. So Joshua made peace with them and cut a covenant with them, to let them live, and the leaders of the community swore to them. 16But it came about at the end of three days after they had cut a covenant with them, they heard that they were their neighbors, and were living among them. 17So Bnei-Yisrael journeyed and came to their cities on the third day. Now their cities were Gibeon, Chephirah, Beeroth, and Kiriath-jearim.

- Adam Clarke Bible Commentary · v. 15Joshua made peace with them - Joshua agreed to receive them into a friendly connection with the Israelites, and to respect their lives and properties; and the elders of Israel bound themselves to the observance of it, and confirmed it with an oath. As the same words are used here as in Joshua 9:6, we may suppose that the covenant was made in the ordinary way, a sacrifice being offered on the occasion, and its blood poured out before the Lord. - Matthew Henry Concise Commentary · v. 14-21Verses 14-21 The Israelites, having examined the provisions of the Gibeonites, hastily concluded that they confirmed their account. We make more haste than good speed, when we stay not to take God with us, and do not consult him by the word and prayer. The fraud was soon found out. A lying tongue is but for a moment. Had the oath been in itself unlawful, it would not have been binding; for no obligation can render it our duty to commit a sin. But it was…Read the comment

It was the capital of the Hivites, and a large important city (Jos 10:2). It seems to have formed, in union with a few other towns in the neighborhood, a free independent state (Jos 9:17) and to have enjoyed a republican government (Jos 9:11).Read the comment
