Context of Joshua 9:15
13These wineskins were new when we filled them; but see, they are cracked. And these clothes and sandals of ours are worn out from the extremely long journey.” 14Then the men of Israel took some of their provisions, but did not seek the Lord’s decision. So Joshua established peace with them and made a treaty to let them live, and the leaders of the community swore an oath to them. 16Three days after making the treaty with them, they heard that the Gibeonites were their neighbors, living among them. 17So the Israelites set out and reached the Gibeonite cities on the third day. Now their cities were Gibeon, Chephirah, Beeroth, and Kiriath-jearim.

- Adam Clarke Bible Commentary · v. 15Joshua made peace with them - Joshua agreed to receive them into a friendly connection with the Israelites, and to respect their lives and properties; and the elders of Israel bound themselves to the observance of it, and confirmed it with an oath. As the same words are used here as in Joshua 9:6, we may suppose that the covenant was made in the ordinary way, a sacrifice being offered on the occasion, and its blood poured out before the Lord. - Matthew Henry Concise Commentary · v. 14-21Verses 14-21 The Israelites, having examined the provisions of the Gibeonites, hastily concluded that they confirmed their account. We make more haste than good speed, when we stay not to take God with us, and do not consult him by the word and prayer. The fraud was soon found out. A lying tongue is but for a moment. Had the oath been in itself unlawful, it would not have been binding; for no obligation can render it our duty to commit a sin. But it was…Read the comment

It was the capital of the Hivites, and a large important city (Jos 10:2). It seems to have formed, in union with a few other towns in the neighborhood, a free independent state (Jos 9:17) and to have enjoyed a republican government (Jos 9:11).Read the comment
