Context of Ezekiel 45:21
19The priest must take some blood from the offering for sin and put it on the doorposts of the temple, on the four corners of the ledge of the altar, and on the doorposts of the gateways of the inner courtyard. 20You must do the same on the seventh day of the month for everyone who unintentionally does something wrong and is unaware of it. So you must make peace with the Lord for the temple. “ ‘On the fourteenth day of the first month, you will celebrate the Passover, a festival lasting seven days when unleavened bread is eaten. 22At that time the prince must prepare for himself and for all the common people a young bull as an offering for sin. 23Every day during the seven days of the festival, he must prepare burnt offerings for the Lord: seven young bulls that have no defects, seven rams that have no defects, and one male goat as an offering for sin.

- Barnes’ Notes on the Bible · v. 18-25Verses 18-25 This order of certain solemn services does not follow exactly the order of Moses, of Solomon, or of Ezra. The deviation can scarcely have been accidental, and furnishes a fresh indication that the whole vision is symbolic, representative of the times when, after the oblation of the one Sacrifice, reconciliation and sanctification were effected for man through the presence of God dwelling in the midst of the people. Ezekiel 45:18 In the first…Read the comment
- Tyndale Open Study Notes · v. 21-25Like the offerings, the annual festivals in the new temple were meant to purify the people and the land. Instead of the three main festivals of the time of Moses (the feasts of Passover, Harvest, and Tabernacles), there were now only two. These two, Passover and Tabernacles, were almost the same and took place six months apart. The Passover festival still happened on the fourteenth day of the first month. It was similar to the earlier Passover in many…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 2121. As a new solemnity, the feast of consecration is to prepare for the passover; so the passover itself is to have different sacrifices from those of the Mosaic law. Instead of one ram and seven lambs for the daily burnt offering, there are to be seven bullocks and seven rams. So also whereas the feast of tabernacles had its own offerings, which diminished as the days of the feast advanced, here the same are appointed as on the passover. Thus it is…Read the comment
