Context of Ezekiel 36:8
6“So prophesy about Israel. Tell the mountains and hills and the ravines and valleys, ‘This is what the Almighty Lord says: I am speaking in my anger and fury because you have been insulted by the nations. 7So this is what the Almighty Lord says: I raise my hand and swear that the nations which surround you will be insulted. “ ‘But you, mountains of Israel, will grow branches and bear fruit for my people Israel. My people will come home soon. 9I am for you. I will turn to you, and you will be plowed and planted. 10I will increase the number of people who live on you. All the people of Israel, all of them, will live on you. The cities will be inhabited, and the ruins will be rebuilt.

- Adam Clarke Bible Commentary · v. 8For they are at hand to come - The restoration of the Jews is so absolutely determined that you may rest assured it will take place; and be as confident relative to it, as if you saw the different families entering into the Israelitish borders. It was near at hand in God's determination, though there were about fifty-eight of the seventy years unelapsed.Read the comment

- Jamieson–Fausset–Brown Commentary · v. 88. they are at hand to come--that is, the Israelites are soon about to return to their land. This proves that the primary reference of the prophecy is to the return from Babylon, which was "at hand," or comparatively near. But this only in part fulfilled the prediction, the full and final blessing in future, and the restoration from Babylon was an earnest of it.Read the comment
