Context of Ezekiel 36:8
6So prophesy to the hills and mountains of Israel, and to its valleys. Tell them, “This is what the Almighty Lord says: I am very angry because the nations around you have caused you to be ashamed. 7So this is what I, the Almighty Lord, say: I make a strong promise that those nations will soon be ashamed themselves. But I say this to you mountains of Israel. Trees will grow on you again and crops will provide much food for my people. My people will soon come home. 9I am your friend and I will take care of you. Men will plough your ground and they will plant seeds in it. 10I will cause more and more Israelite people to live on you, and in all the land. They will live in the towns and they will repair the broken buildings.

- Adam Clarke Bible Commentary · v. 8For they are at hand to come - The restoration of the Jews is so absolutely determined that you may rest assured it will take place; and be as confident relative to it, as if you saw the different families entering into the Israelitish borders. It was near at hand in God's determination, though there were about fifty-eight of the seventy years unelapsed.Read the comment

- Jamieson–Fausset–Brown Commentary · v. 88. they are at hand to come--that is, the Israelites are soon about to return to their land. This proves that the primary reference of the prophecy is to the return from Babylon, which was "at hand," or comparatively near. But this only in part fulfilled the prediction, the full and final blessing in future, and the restoration from Babylon was an earnest of it.Read the comment
