Context of Deuteronomy 32:3
1Listen, heaven, and I will speak. Earth, hear the words from my mouth. 2Let my teachings come down like raindrops. Let my words drip like dew, like gentle rain on grass, like showers on green plants. I will proclaim the name of the Lord. Give our God the greatness he deserves! 4He is a rock. What he does is perfect. All his ways are fair. He is a faithful God, who does no wrong. He is honorable and reliable. 5He recognizes that his people are corrupt. To their shame they are no longer his children. They are devious and scheming.

- Matthew Henry Concise Commentary · v. 3-6Verses 3-6 "He is a Rock." This is the first time God is called so in Scripture. The expression denotes that the Divine power, faithfulness, and love, as revealed in Christ and the gospel, form a foundation which cannot be changed or moved, on which we may build our hopes of happiness. And under his protection we may find refuge from all our enemies, and in all our troubles; as the rocks in those countries sheltered from the burning rays of the sun, and…Read the comment
- Tyndale Open Study Notes · v. 1-47In ancient times, vows from both parties secured a treaty between individuals or nations. Israel's promise was in a song of witness that Moses composed under divine inspiration (31:19–22). Israel probably sang the song during a regular covenant-renewal ceremony (31:21). They invoked upon themselves the covenant's judgments and reminded themselves of its promises.Read the comment

My doctrine shall drop, &c.--The language may justly be taken as uttered in the form of a wish or prayer, and the comparison of wholesome instruction to the pure, gentle, and insinuating influence of rain or dew, is frequently made by the sacred writers (Is 5:6; 55:10, 11).Read the comment
