Context of Deuteronomy 32:3
1Give ear, ye heavens, and I will speak; And let the earth hear the words of my mouth. 2My doctrine shall drop as the rain; My speech shall distil as the dew, As the small rain upon the tender grass, And as the showers upon the herb. For I will proclaim the name of Jehovah: Ascribe ye greatness unto our God. 4The Rock, his work is perfect; For all his ways are justice: A God of faithfulness and without iniquity, Just and right is he. 5They have dealt corruptly with him, they are not his children, it is their blemish; They area perverse and crooked generation.

- Matthew Henry Concise Commentary · v. 3-6Verses 3-6 "He is a Rock." This is the first time God is called so in Scripture. The expression denotes that the Divine power, faithfulness, and love, as revealed in Christ and the gospel, form a foundation which cannot be changed or moved, on which we may build our hopes of happiness. And under his protection we may find refuge from all our enemies, and in all our troubles; as the rocks in those countries sheltered from the burning rays of the sun, and…Read the comment
- Tyndale Open Study Notes · v. 1-47In ancient times, vows from both parties secured a treaty between individuals or nations. Israel's promise was in a song of witness that Moses composed under divine inspiration (31:19–22). Israel probably sang the song during a regular covenant-renewal ceremony (31:21). They invoked upon themselves the covenant's judgments and reminded themselves of its promises.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 2-32-3. My doctrine shall drop, &c.--The language may justly be taken as uttered in the form of a wish or prayer, and the comparison of wholesome instruction to the pure, gentle, and insinuating influence of rain or dew, is frequently made by the sacred writers (Is 5:6; 55:10, 11).Read the comment
