Context of Deuteronomy 32:3
1Sky and earth, listen to my words! Hear what I am saying! 2My teaching will be like the rain that falls. My messages will help the people who hear them, as rain helps new grass to grow. I will praise the Lord's name. Everyone must know that our God is very great! 4He is the strong Rock where we can be safe. Everything that he does is perfect. He only does what is right and fair. We can trust him to be faithful. 5But you, his people, have not served him faithfully. Because of your sins, you cannot continue to be his children. You have turned against him. You enjoy doing bad things.

- Matthew Henry Concise Commentary · v. 3-6Verses 3-6 "He is a Rock." This is the first time God is called so in Scripture. The expression denotes that the Divine power, faithfulness, and love, as revealed in Christ and the gospel, form a foundation which cannot be changed or moved, on which we may build our hopes of happiness. And under his protection we may find refuge from all our enemies, and in all our troubles; as the rocks in those countries sheltered from the burning rays of the sun, and…Read the comment
- Tyndale Open Study Notes · v. 1-47In ancient times, vows from both parties secured a treaty between individuals or nations. Israel's promise was in a song of witness that Moses composed under divine inspiration (31:19–22). Israel probably sang the song during a regular covenant-renewal ceremony (31:21). They invoked upon themselves the covenant's judgments and reminded themselves of its promises.Read the comment

My doctrine shall drop, &c.--The language may justly be taken as uttered in the form of a wish or prayer, and the comparison of wholesome instruction to the pure, gentle, and insinuating influence of rain or dew, is frequently made by the sacred writers (Is 5:6; 55:10, 11).Read the comment
