Context of Numbers 25:11
9Nevertheless, those who died by the plague were twenty-four thousand. 10And the Lord said to Moses, "Phinehas the son of Eleazar, son of Aaron the priest, has turned back my wrath from the people of Israel, in that he was jealous with my jealousy among them, so that I did not consume the people of Israel in my jealousy. 12Therefore say, 'Behold, I give to him my covenant of peace, 13and it shall be to him and to his descendants after him the covenant of a perpetual priesthood, because he was jealous for his God and made atonement for the people of Israel.'"

- Barnes’ Notes on the Bible · v. 11Hath turned my wrath away - The signal example thus made of a leading offender by Phinehas was accepted by God as an expiation (literally in Numbers 25:13 “covering;” see the note at the typical significance Leviticus 1:4), and the exterminating wrath which had gone forth against the whole people was arrested Psalm 106:30. The act of Phinehas must be regarded as exceptional. It was an extraordinary deed of vengeance, justified by the singular atrocity of…Read the comment

- Tyndale Open Study Notes · v. 10-13Israel’s identity as the Lord’s people was in great danger because they were unfaithful at this time. Their sin threatened their special relationship with God. Because of this, God gave Phinehas and his descendants a special blessing. God made a covenant of peace (a lasting promise of peace and…Read the comment
