Context of Revelation 17:11
9If you are wise, think carefully about this. The animal's seven heads are a picture of seven hills in the place where the woman sits. 10They are also a picture of seven kings. Five of these kings have already stopped ruling. Another king is ruling now. The last king has not yet come. When he does come, he must rule only for a short time. The wild animal is a picture of an eighth king. He was alive once, but he is not alive now. He belongs to the group of seven kings, but God will destroy him completely. 12The ten horns that you saw are a picture of ten more kings. They have not yet begun to rule anywhere. But they will receive authority to rule as kings for one hour. They will rule people together with the wild animal. 13They all have the same purpose. They will give their power to the wild animal. They will give him authority to rule people.

- Adam Clarke Bible Commentary · v. 11And the beast, that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition - That is to say, the Latin kingdom that has already been, but is now no longer nominally in existence, shall immediately follow the dissolution of the seventh form of Latin government; and this dominion is called , an eighth, because it succeeds to the seventh. Yet it is not an eighth head of the beast, because the beast has only seven heads; for to…Read the comment
- Barnes’ Notes on the Bible · v. 11And the beast that was, and is not - That is, the one power that was formerly mighty; that died away so that it might be said to be extinct; and yet Revelation 17:8 that “still is,” or has a prolonged existence. It is evident that, by the “beast” here, there is some one power, dominion, empire, or rule, whose essential identity is preserved through all these changes, and to which it is proper to give the same name. It finds its termination, or its last…Read the comment
- Matthew Henry Concise Commentary · v. 7-14Verses 7-14 The beast on which the woman sat was, and is not, and yet is. It was a seat of idolatry and persecution, and is not; not in the ancient form, which was pagan: yet it is; it is truly the seat of idolatry and tyranny, though of another sort and form. It would deceive into stupid and blind submission all the inhabitants of the earth within its influence, except the remnant of the elect. This beast was seven heads, seven mountains, the seven hills…Read the comment
- Tyndale Open Study Notes · v. 10-11Five have fallen: If these kings represent Roman emperors, and we start counting from the change from a republic to an empire with Augustus, who ruled from 29 BC to AD 14, then the fifth would be Nero, who ruled from AD 54 to 68, the sixth would be Vespasian, and the seventh would be Titus. The eighth king would be Domitian. that was, and now is not: Early commentators argued that Domitian embodied Nero’s spirit (see study note on Revelation 17:8). the…Read the comment

The "he" is emphatic in the Greek.
