Context of Ezekiel 16:61
59This is what the Almighty Lord says: You have not done the things that you promised to do when I made a covenant with you. So I will punish you as you deserve. 60But I will remember the covenant that I made with you when you were still young. I will make that covenant strong and it will continue for ever. Then you will remember the wicked things that you have done and you will be ashamed. You will welcome again your sisters, Sodom and Samaria. I will make them like daughters for you. But they will not share in the same covenant that I make with you. 62I will cause the covenant that I make with you to be strong. Then you will know that I am the Lord. 63I will forgive you for your sins so that you are no longer guilty. Then you will remember your sins. You will be too ashamed to say anything. That is what the Almighty Lord says.” ’

- Adam Clarke Bible Commentary · v. 61Thy sisters, thine elder and thy younger - The Gentiles, who were before the Jews were called, and after the Jews were cast off, are here termed the elder and younger sister. These were to be given to Jerusalem for daughters; the latter should be converted to God by the ministry of men who should spring out of the Jewish Church. The former, who were patriarchs, etc., profited by the Lamb who was slain from the foundation of the world. Among the latter the…Read the comment
- Matthew Henry Concise Commentary · v. 59-63Verses 59-63 After a full warning of judgments, mercy is remembered, mercy is reserved. These closing verses are a precious promise, in part fulfilled at the return of the penitent and reformed Jews out of Babylon, but to have fuller accomplishment in gospel times. The Divine mercy should be powerful to melt our hearts into godly sorrow for sin. Nor will God ever leave the sinner to perish, who is humbled for his sins, and comes to trust in His mercy and…Read the comment

Because of this, she deserved the penalty of death. But judgment was not God’s final word. The Lord would remember the covenant he made with her at the beginning. His plans for his people could not be stopped, even by their sin. His covenant commitment lasts forever (Psalm 136). In the end, God would forgive…Read the comment
