We will listen carefully and we will obey him.’ 28The Lord heard what you said to me. He said to me, ‘I have heard what these people have said to you. What they said is right. I really want them to respect me with fear. I want them to obey my commands in the future! If they do that, everything will be well for them and for their descendants for ever. 30Now tell them to return to their tents. 31But you should stay here with me. I will tell you all the commands, rules and laws that you must teach to the people. Then they can obey them in the land that I will give them to live in.’

- Adam Clarke Bible Commentary · v. 29O that there were such a heart in them - Or rather, זה לבבם והיה יתן מי mi yitten vehayah lebabam zeh, Who will give such a heart to them, that they may fear, etc. They refuse to receive such a heart from me; who then can supply it? If they had not been such perfectly free agents as could either use or abuse their liberty, could God have made the complaint or expressed the earnest desire we find in this verse? He made the human will free; and in spite of…Read the comment
- Barnes’ Notes on the Bible · v. 23-33Verses 23-33 These verses contain a much fuller narrative of the events briefly described in Exodus 20:18-21. Here it is important to call attention to the fact that it was on the entreaties of the people that Moses had taken on him to be the channel of communication between God and them. God approved Deuteronomy 5:28 the request of the people, because it showed a feeling of their own unworthiness to enter into direct communion with God. The terrors of…Read the comment
- Matthew Henry Concise Commentary · v. 23-33Verses 23-33 Moses refers to the consternation caused by the terror with which the law was given. They were in a good mind, under the strong convictions of the word they heard. Many have their consciences startled by the law who have them not purified; fair promises are extorted from them, but no…Read the comment

Moses first gave the Ten Commandments to the people of Israel almost 40 years earlier at Mount Sinai (Exodus 20:2–17). Now he reminds the people of these commands before they enter the promised land.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 2929. Oh, that there were such an heart in them, that they would fear me--God can bestow such a heart, and has promised to give it, wherever it is asked (Jr 32:40). But the wish which is here expressed on the part of God for the piety and steadfast obedience of the Israelites did not relate to them as individuals, so much as a nation, whose religious character and progress would have a mighty influence on the world at large.Read the comment
