Context of Deuteronomy 5:29
27You, Moses, go near and listen to everything that the Lord our God says; then speak to us everything that the Lord our God speaks to you, and we will listen and do it.’ 28“The Lord heard your words when you spoke to me, and the Lord said to me, ‘I have heard the words of this people which they have spoken to you. They have done well in all that they have spoken. Oh that they had such a heart in them, that they would fear [and worship Me with awe-filled reverence and profound respect] and keep all My commandments always, so that it may go well with them and with their children forever! 30Go and say to them, “Return to your tents.” 31But as for you, stand here by Me, and I will tell you all the commandments and the statutes and the judgments which you shall teach them, so that they may obey them in the land which I give them to possess.’

- Adam Clarke Bible Commentary · v. 29O that there were such a heart in them - Or rather, זה לבבם והיה יתן מי mi yitten vehayah lebabam zeh, Who will give such a heart to them, that they may fear, etc. They refuse to receive such a heart from me; who then can supply it? If they had not been such perfectly free agents as could either use or abuse their liberty, could God have made the complaint or expressed the earnest desire we find in this verse? He made the human will free; and in spite of…Read the comment
- Barnes’ Notes on the Bible · v. 23-33Verses 23-33 These verses contain a much fuller narrative of the events briefly described in Exodus 20:18-21. Here it is important to call attention to the fact that it was on the entreaties of the people that Moses had taken on him to be the channel of communication between God and them. God approved Deuteronomy 5:28 the request of the people, because it showed a feeling of their own unworthiness to enter into direct communion with God. The terrors of…Read the comment

They were in a good mind, under the strong convictions of the word they heard. Many have their consciences startled by the law who have them not purified; fair promises are extorted from them, but no…Read the comment

Moses first gave the Ten Commandments to the people of Israel almost 40 years earlier at Mount Sinai (Exodus 20:2–17). Now he reminds the people of these commands before they enter the promised land.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 2929. Oh, that there were such an heart in them, that they would fear me--God can bestow such a heart, and has promised to give it, wherever it is asked (Jr 32:40). But the wish which is here expressed on the part of God for the piety and steadfast obedience of the Israelites did not relate to them as individuals, so much as a nation, whose religious character and progress would have a mighty influence on the world at large.Read the comment
