Context of Isaiah 40:29
27Why sayest thou, Jacob, and speakest, O Israel, My way is hid from Jehovah, and my right is passed away from my God? 28Dost thou not know, hast thou not heard, that the everlasting God, Jehovah, the Creator of the ends of the earth, fainteth not nor tireth? There is no searching of his understanding. He giveth power to the faint; and to him that hath no might he increaseth strength. 30Even the youths shall faint and shall tire, and the young men shall stumble and fall; 31but they that wait upon Jehovah shall renew [their] strength: they shall mount up with wings as eagles; they shall run, and not tire; they shall walk, and not faint.

- Barnes’ Notes on the Bible · v. 29He giveth power to the faint - To his weak and feeble people. This is one of his attributes; and his people, therefore, should put their trust in him, and look to him for aid (compare 2 Corinthians 12:9). The design of this verse is to give consolation to the afflicted and down-trodden people in Babylon, by recalling to their minds the truth that it was one of the characteristics of God that he ministered strength to those who were conscious of their own…Read the comment
- Matthew Henry Concise Commentary · v. 27-31Verses 27-31 The people of God are reproved for their unbelief and distrust of God. Let them remember they took the names Jacob and Israel, from one who found God faithful to him in all his straits. And they bore these names as a people in covenant with Him. Many foolish frets, and foolish fears, would vanish before inquiry into the causes. It is bad to have evil thoughts rise in our minds, but worse to turn them into evil words. What they had known, and…Read the comment
- Tyndale Open Study Notes · v. 29In this context, the weak are those who face persecution or oppression, like during the exile in Babylon. The Lord is their only help (see Isaiah 49:4–5; 50:4; Psalms 68:9; 119:28).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 2929. Not only does He "not faint" (Is 40:28) but He gives power to them who do faint. no might ... increaseth strength--a seeming paradox. They "have no might" in themselves; but in Him they have strength, and He "increases" that strength (2Co 12:9).Read the comment
