Context of Isaiah 40:29
27You Israelites, descendants of Jacob, say, ‘The Lord does not know about our troubles. He does not bring justice to us.’ Why do you say that? 28You must surely know what is true! You must have heard about it. The Lord is the God who lives for ever. He made the whole earth, near and far. He never becomes tired or weak. He knows and he understands everything. He makes tired people strong again. When people have become weak, he gives them more strength. 30Even young people become tired and weak. Even strong young men may slip and fall down. 31But people who wait for the Lord to help them will receive new strength. They will rise up high, as if they have the wings of eagles. They will run and they will not become tired. They will walk and they will not become weak.

- Barnes’ Notes on the Bible · v. 29He giveth power to the faint - To his weak and feeble people. This is one of his attributes; and his people, therefore, should put their trust in him, and look to him for aid (compare 2 Corinthians 12:9). The design of this verse is to give consolation to the afflicted and down-trodden people in Babylon, by recalling to their minds the truth that it was one of the characteristics of God that he ministered strength to those who were conscious of their own…Read the comment
- Matthew Henry Concise Commentary · v. 27-31Verses 27-31 The people of God are reproved for their unbelief and distrust of God. Let them remember they took the names Jacob and Israel, from one who found God faithful to him in all his straits. And they bore these names as a people in covenant with Him. Many foolish frets, and foolish fears, would vanish before inquiry into the causes. It is bad to have evil thoughts rise in our minds, but worse to turn them into evil words. What they had known, and…Read the comment
- Tyndale Open Study Notes · v. 29In this context, the weak are those who face persecution or oppression, like during the exile in Babylon. The Lord is their only help (see Isaiah 49:4–5; 50:4; Psalms 68:9; 119:28).Read the comment
