Context of Isaiah 40:28
26Lift up your eyes on high, and see! Who hath created these things, bringing out their host by number? He calleth them all by name; through the greatness of his might and strength of power, not one faileth. 27Why sayest thou, Jacob, and speakest, O Israel, My way is hid from Jehovah, and my right is passed away from my God? Dost thou not know, hast thou not heard, that the everlasting God, Jehovah, the Creator of the ends of the earth, fainteth not nor tireth? There is no searching of his understanding. 29He giveth power to the faint; and to him that hath no might he increaseth strength. 30Even the youths shall faint and shall tire, and the young men shall stumble and fall;

- Barnes’ Notes on the Bible · v. 28Hast thou not known? - This is the language of the prophet reproving them for complaining of being forsaken and assuring them that God was faithful to his promises. This argument of the prophet, which continues to the close of the chapter, comprises the main scope of the chapter, which is to induce them to put confidence in God, and to believe that he was able and willing to deliver them. Many foolish frets, and foolish fears, would vanish before inquiry into the causes. It is bad to have evil thoughts rise in our minds, but worse to turn them into evil words.
