Context of Isaiah 14:29
27For Jehovah of hosts hath purposed, and who shall frustrate [it]? And his hand is stretched out, and who shall turn it back? 28In the year of the death of king Ahaz was this burden: Rejoice not thou, Philistia, all of thee, because the rod that smote thee is broken; for out of the serpent's root shall come forth a viper, and his fruit shall be a fiery flying serpent. 30And the firstborn of the poor shall feed, and the needy shall lie down in safety; but I will kill thy root with famine, and thy remnant shall be slain. 31Howl, O gate! cry, O city! thou, Philistia, art wholly dissolved; for there cometh from the north a smoke, and none remaineth apart in his gatherings [of troops].

- Matthew Henry Concise Commentary · v. 28-32Verses 28-32 Assurance is given of the destruction of the Philistines and their power, by famine and war. Hezekiah would be more terrible to them than Uzziah had been. Instead of rejoicing, there would be lamentation, for the whole land would be ruined. Such destruction will come upon the proud and rebellious, but the Lord founded Zion for a refuge to poor sinners, who flee from the wrath to come, and trust in his mercy through Christ Jesus.
