Context of Acts 8:14
12But when they believed Philip announcing the glad tidings concerning the kingdom of God and the name of Jesus Christ, they were baptised, both men and women. 13And Simon also himself believed; and, having been baptised, continued constantly with Philip; and, beholding the signs and great works of power which took place, was astonished. And the apostles who were in Jerusalem, having heard that Samaria had received the word of God, sent to them Peter and John; 15who, having come down, prayed for them that they might receive [the] Holy Spirit; 16for he was not yet fallen upon any of them, only they were baptised to the name of the Lord Jesus.

- Adam Clarke Bible Commentary · v. 14The word of God - The doctrine of the Lord Jesus Christ. They sent unto them Peter and John - There was no individual ruler among the apostles - there was not even a president of the council; and Peter, far from being chief of the apostles, is one of those sent, with the same commission and authority as John, to confirm the Samaritans in the faith.Read the comment
- Barnes’ Notes on the Bible · v. 14They sent - That is, the apostles “deputed” two of their number. This shows conclusively that there was no “chief” or ruler among them. They acted as being equal in authority. The reason why they sent Peter and John was probably that there would be a demand for more labor than Philip could render; a church was to be founded, and it was important that persons of experience and wisdom should be present to organize it, and to build it up. The “harvest” had…Read the comment
- Matthew Henry Concise Commentary · v. 14-25Verses 14-25 The Holy Ghost was as yet fallen upon none of these coverts, in the extraordinary powers conveyed by the descent of the Spirit upon the day of Pentecost. We may take encouragement from this example, in praying to God to give the renewing graces of the Holy Ghost to all for whose spiritual welfare we are concerned; for that includes all blessings. No man can give the Holy Spirit by the laying on of his hands; but we should use our best…Read the comment
- Tyndale Open Study Notes · v. 14-17When the apostles sent two of their own representatives to Samaria, it was an important step in overcoming prejudice (compare Matthew 10:5; Luke 9:52–54; John 4:9; 8:48). It was even more remarkable that Peter and John prayed for the Samaritans who trusted in Christ to receive the Holy Spirit. This event is similar to the day of Pentecost in Jerusalem and marks how the Holy Spirit's power spread from Judea to Samaria (Acts 2:1–47; 1:8).Read the comment
