Context of Isaiah 14:27
25I will break Assyria in my land; I will tread him down on my mountain. Then his yoke will be taken from them, and his burden will be removed from their shoulders. 26This is the plan prepared for the whole earth, and this is the hand stretched out against all the nations. The Lord of Armies himself has planned it; therefore, who can stand in its way? It is his hand that is outstretched, so who can turn it back? 28In the year that King Ahaz died, this pronouncement came: 29Don’t rejoice, all of you in Philistia, because the rod of the one who struck you is broken. For a viper will come from the root of a snake, and from its egg comes a flying serpent.

- Barnes’ Notes on the Bible · v. 27For the Lord of hosts - (see the note at Isaiah 1:9). Who shall disannul it? - Who has power to defeat his purposes? Difficult as they may be in appearance, and incredible as their fulfillment may seem, yet his purposes are formed in full view of all the circumstances; and there is no power to resist his arm, or to turn him aside from the execution of his designs. By this assurance God designed to comfort his people when they should be in Babylon in a…Read the comment
- Matthew Henry Concise Commentary · v. 24-27Verses 24-27 Let those that make themselves a yoke and a burden to God's people, see what they are to expect. Let those that are the called according to God's purpose, comfort themselves, that whatever God has purposed, it shall stand. The Lord of hosts has purposed to break the Assyrian's yoke; his hand is stretched out to execute this purpose; who has power to turn it back? By such dispensations of providence, the Almighty shows in the most convincing…Read the comment

To comfort the Jews, lest they should fear that people; not in order to call the Philistines to repentance, since the prophecy was probably never circulated among them. They had been subdued by Uzziah or Azariah (2Ch 26:6); but in the reign of Ahaz (2Ch 28:18), they took several towns in south Judea. Now Isaiah denounces their final subjugation by Hezekiah.Read the comment
