Context of Genesis 16:13
11The angel of the Lord said to her, “You have conceived and will have a son. You will name him Ishmael, for the Lord has heard your cry of affliction. 12This man will be like a wild donkey. His hand will be against everyone, and everyone’s hand will be against him; he will settle near all his relatives.” So she named the Lord who spoke to her: “You are El-roi,” for she said, “In this place, have I actually seen the one who sees me?” 14That is why the well is called Beer-lahai-roi. It is between Kadesh and Bered. 15So Hagar gave birth to Abram’s son, and Abram named his son (whom Hagar bore) Ishmael.

- Adam Clarke Bible Commentary · v. 13And she called the name of the Lord - She invoked (ותקרא vattikra ) the name of Jehovah who spake unto her, thus: Thou God seest me! She found that the eye of a merciful God had been upon her in all her wanderings and afflictions; and her words seem to intimate that she had been seeking the Divine help and protection, for she says, Have I also (or have I not also) looked after him that seeth me?
