Context of Genesis 16:13
11Then the Lord’s angel said to her, “You are now pregnant and are about to give birth to a son. You are to name him Ishmael, for the Lord has heard your painful groans. 12He will be a wild donkey of a man. He will be hostile to everyone, and everyone will be hostile to him. He will live away from his brothers.” So Hagar named the Lord who spoke to her, “You are the God who sees me,” for she said, “Here I have seen one who sees me!” 14That is why the well was called Beer Lahai Roi. (It is located between Kadesh and Bered.) 15So Hagar gave birth to Abram’s son, whom Abram named Ishmael.

- Adam Clarke Bible Commentary · v. 13And she called the name of the Lord - She invoked (ותקרא vattikra ) the name of Jehovah who spake unto her, thus: Thou God seest me! She found that the eye of a merciful God had been upon her in all her wanderings and afflictions; and her words seem to intimate that she had been seeking the Divine help and protection, for she says, Have I also (or have I not also) looked after him that seeth me?
