Context of Ezekiel 11:18
16“Therefore say, ‘This is what the Lord God says: Though I sent them far away among the nations and scattered them among the countries, yet for a little while I have been a sanctuary for them in the countries where they have gone.’ 17“Therefore say, ‘This is what the Lord God says: I will gather you from the peoples and assemble you from the countries where you have been scattered, and I will give you the land of Israel.’ “When they arrive there, they will remove all its abhorrent acts and detestable practices from it. 19I will give them integrity of heart and put a new spirit within them; I will remove their heart of stone from their bodies and give them a heart of flesh, 20so that they will follow my statutes, keep my ordinances, and practice them. They will be my people, and I will be their God.

- Matthew Henry Concise Commentary · v. 14-21Verses 14-21 The pious captives in Babylon were insulted by the Jews who continued in Jerusalem; but God made gracious promises to them. It is promised, that God will give them one heart; a heart firmly fixed for God, and not wavering. All who are made holy have a new spirit, a new temper and dispositions; they act from new principles, walk by new rules, and aim at new ends. A new name, or a new face, will not serve without a new spirit. If any man be in…Read the comment
- Tyndale Open Study Notes · v. 1-25This section describes how the people defiled (made unclean by sin) the temple in Jerusalem (Ezekiel 8). Because of this sin, the Lord left the temple. After he left, the city and the temple were destroyed (9:1–11:13). At first, this sounds like only bad news. But for those already living in exile, it was also good news. The Lord was not limited to the temple in Jerusalem. He would come to be with his people in exile. By coming to dwell with them, the…Read the comment
