Context of Isaiah 43:19
17who brings out the chariots and horses, the armies and warriors together, to lie down, never to rise again; to be extinguished, snuffed out like a wick: 18“Do not call to mind the former things; pay no attention to the things of old. Behold, I am about to do something new; even now it is coming. Do you not see it? Indeed, I will make a way in the wilderness and streams in the desert. 20The beasts of the field will honor Me, the jackals and the ostriches, because I provide water in the wilderness and rivers in the desert, to give drink to My chosen people. 21The people I formed for Myself will declare My praise.

- Adam Clarke Bible Commentary · v. 19Behold, I will do a new thing - At Isaiah 43:16, the prophet had referred to the deliverance from Egypt and the passage through the Red Sea; here he promises that the same power shall be employed in their redemption and return from the Babylonish captivity. This was to be a new prodigy.Read the comment

Now it shall spring forth - (See the note at Isaiah 42:9). It shall spring up as the grass does from the earth; or it shall bud forth like the opening leaves and flowers - a beautiful figure, denoting the manner in which the events of Divine Providence come to pass. - Matthew Henry Concise Commentary · v. 14-21Verses 14-21 The deliverance from Babylon is foretold, but there is reference to greater events.
