Context of Acts 21:4
2and after finding a ship crossing over to Phoenicia, we went on board and set sail. 3After we came in sight of Cyprus, leaving it on our left (port side), we sailed on to Syria and put in at Tyre; for there the ship was to unload her cargo. After looking up the disciples [in Tyre], we stayed there [with them] seven days; and they kept telling Paul through the [Holy] Spirit not to set foot in Jerusalem. 5When our days there came to an end, we left and proceeded on our journey, while all of the disciples, with their wives and children, escorted us on our way until we were outside the city. After kneeling down on the beach and praying, we told one another goodbye. 6Then we boarded the ship, and they returned to their homes.

Commentaries on Acts 21:4
- Adam Clarke Bible Commentary · v. 4Who said to Paul through the Spirit - We cannot understand this as a command from the Holy Spirit not to go up to Jerusalem, else Paul must have been highly criminal to have disobeyed it. Through the Spirit, must either refer to their own great earnestness to dissuade him from taking a journey which they plainly saw would be injurious to him - and so Bp. Pearce understands this place; or, if it refer to the Holy Spirit, it must mean that if he regarded…Read the comment
- Barnes’ Notes on the Bible · v. 4And finding disciples - Christians. This is the first mention of there being Christians at Tyre, but there is no improbability in supposing that the gospel had been preached there, though it is not expressly recorded by Luke. Who said to Paul - Compare Acts 21:12. Their deep interest in his welfare, and their apprehension of his danger, was the reason why they admonished him not to go. Through the Spirit - There is some difficulty in understanding this…Read the comment
- Tyndale Open Study Notes · v. 4-6The disciples in Tyre gave Paul a warm and emotional farewell. This shows the deep fellowship (shared life and unity) among Christians. Through the Spirit they kept telling Paul not to go up to Jerusalem: The disciples in Tyre clearly understood the danger he would face there. Because they cared for him, they tried to persuade him not to go. However, Paul accepted these risks. He chose to go in order to complete the mission God had given him (compare…Read the comment
