Context of Obadiah 1:20
18The house of Jacob will be a fire, and the house of Joseph flame, while the house of Esau will be straw—they will set them on fire and consume them. So there will be no survivors of the house of Esau.” —for Adonai has spoken. 19Then those of the Negev will possess the hill country of Esau, and those of the foothills the Philistines. Then they will possess the territory of Ephraim and the territory of Samaria, while Benjamin will possess Gilead. The exiles of this army of Bnei-Yisrael will possess what belonged to the Canaanites as far as Zarephath, while the exiles of Jerusalem, who are in Sepharad, will possess the cities of the Negev. 21The victorious will go up on Mount Zion to judge the hill country of Esau. Then the kingdom shall be Adonai’s.

Which is in Sepharad - This is a difficult word. Some think the Bosphorus is meant; others, Spain; others, France; others, the Euphrates; others, some district in Chaldea; for there was a city called Siphora, in Mesopotamia, above the division of the Euphrates. - Barnes’ Notes on the Bible · v. 20And the captivity of this host of the children of Israel - , (it must, I believe, be rendered,) “which are among the Canaanites, as far as Zarephath, and the captivity of Jerusalem which is in Sepharad, shall possess the cities of the South.” Obadiah had described how the two tribes, whose were the promises to the house of David, should spread abroad on all sides.
