Context of Numbers 25:6
4Adonai said to Moses, “Seize all the ringleaders and hang them before Adonai facing the sun, so that Adonai’s fierce anger may be turned away from Israel.” 5So Moses said to the judges of Israel, “Each of you, kill your men who have been joining themselves to Baal of Peor.” Then behold, a man from Bnei-Yisrael came and brought a Midianite woman to his brothers before the eyes of Moses and of the whole assembly of Bnei-Yisrael, while they were weeping at the entrance to the Tent of Meeting! 7When Phinehas son of Eleazar son of Aaron the kohen saw it, he arose from the midst of the assembly, took a spear in his hand, 8and went after the man of Israel into the tent and pierced them through—both the Israelite man and the woman’s belly. Then the plague among Bnei-Yisrael was stopped.

- Adam Clarke Bible Commentary · v. 6One of the children of Israel - Zimri, the son of Salu, a prince of a chief family in the tribe of Simeon, Numbers 25:14, brought a Midianitish woman, Cozbi, daughter of Zur, head over a people of one of the chief families in Midian, Numbers 25:15. The condition of these two persons plainly proves it to have been a matrimonial alliance, the one was a prince, the other a princess; therefore I must conclude that fornication or whoredom, in the common sense…Read the comment

Both Moabite and Midianite women were involved in this scandal (25:1–3, 16–18; 31:1–2). His sin was especially bold. He acted without shame, even though people around him were mourning because of God’s judgment. Some interpreters suggest that his tent may have been more than his personal dwelling. They think it may have been an unauthorized shrine connected with the…Read the comment
