Context of Numbers 25:6
4The Lord said to Moses, ‘Take hold of all the leaders of these people. Hang them up during the day so that they die and people see them. Do what I tell you, so that I will no longer be angry against the Israelites.’ 5Moses told the officers of the Israelites, ‘Each of you, kill the men who have worshipped the god, Baal of Peor.’ Moses and all the people were at the door of the Tent of Meeting. They were weeping. While they were there, an Israelite man brought a Midianite woman into his tent. Moses and all the people could see them. 7Phinehas, the son of Eleazar and grandson of Aaron the priest, saw what happened. So he stood up among all the people and he took a spear in his hand. 8He went into the man's tent. He pushed the spear through the body of the man and the Midianite woman. When he did that, the bad disease that was killing the Israelites stopped.

- Adam Clarke Bible Commentary · v. 6One of the children of Israel - Zimri, the son of Salu, a prince of a chief family in the tribe of Simeon, Numbers 25:14, brought a Midianitish woman, Cozbi, daughter of Zur, head over a people of one of the chief families in Midian, Numbers 25:15. The condition of these two persons plainly proves it to have been a matrimonial alliance, the one was a prince, the other a princess; therefore I must conclude that fornication or whoredom, in the common sense…Read the comment
- Barnes’ Notes on the Bible · v. 6A Midianite woman - literally, “the Midianite woman,” the particular one by whom he had been enticed (compare Numbers 25:15 and Numbers 31:18). Her high rank proves that Zimri had not fallen in with her by mere chance, but had been deliberately singled out by the Midianites as one whom they must at any price lead astray. Weeping before the door of the tabernacle - The plague Numbers 25:9 had already broken out among the people: and the more God-fearing…Read the comment

Both Moabite and Midianite women were involved in this scandal (25:1–3, 16–18; 31:1–2). His sin was especially bold. He acted without shame, even though people around him were mourning because of God’s judgment. Some interpreters suggest that his tent may have been more than his personal dwelling. They think it may have been an unauthorized shrine connected with the…Read the comment
