Context of Numbers 25:6
4The Lord said to Moses, “Take all the leaders of the people, and execute them in broad daylight in the Lord’s presence. This will turn the Lord’s anger away from Israel.” 5So Moses said to the judges of Israel, “Each of you must kill the men who have joined in worshiping the god Baal of Peor.” One of the Israelite men brought a Midianite woman to his brothers. He did this right in front of Moses and the whole community of Israel while they were crying at the entrance to the tent of meeting. 7Phinehas, son of Eleazar and grandson of the priest Aaron, saw this. So he left the assembly, took a spear in his hand, 8and went into the tent after the Israelite man. He drove the spear through the man and into the woman’s body. Because of this, the plague that the Israelites were experiencing stopped.

- Adam Clarke Bible Commentary · v. 6One of the children of Israel - Zimri, the son of Salu, a prince of a chief family in the tribe of Simeon, Numbers 25:14, brought a Midianitish woman, Cozbi, daughter of Zur, head over a people of one of the chief families in Midian, Numbers 25:15. The condition of these two persons plainly proves it to have been a matrimonial alliance, the one was a prince, the other a princess; therefore I must conclude that fornication or whoredom, in the common sense…Read the comment

Both Moabite and Midianite women were involved in this scandal (25:1–3, 16–18; 31:1–2). His sin was especially bold. He acted without shame, even though people around him were mourning because of God’s judgment. Some interpreters suggest that his tent may have been more than his personal dwelling. They think it may have been an unauthorized shrine connected with the…Read the comment
