Context of Nahum 1:10
8But with an overwhelming flood, He will make that place a total ruin. Darkness will pursue His enemies. 9What can you scheme against Adonai? He will make a complete destruction. Distress will not arise twice. For even like tangled thorns they will be consumed, or like drunkards who are drunk, or like stubble that is fully dry. 11Out of you has come a schemer of evil against Adonai, a counselor of Belial. 12Thus said Adonai: Though they are strong and numerous, even so they will be mowed down and pass away. Although I have afflicted you, I will afflict you no more.

- Matthew Henry Concise Commentary · v. 9-15Verses 9-15 There is a great deal plotted against the Lord by the gates of hell, and against his kingdom in the world; but it will prove in vain. With some sinners God makes quick despatch; and one way or other, he will make an utter end of all his enemies. Though they are quiet, and many very secure, and not in fear, they shall be cut down as grass and corn, when the destroying angel passes through.
