Context of Leviticus 22:21
19Ye shall offer at your own will a male without blemish, of the beeves, of the sheep, or of the goats. 20But whatsoever hath a blemish, that shall ye not offer: for it shall not be acceptable for you. And whosoever offereth a sacrifice of peace offerings unto Yhwh to accomplish his vow, or a freewill offering in beeves or sheep, it shall be perfect to be accepted; there shall be no blemish therein. 22Blind, or broken, or maimed, or having a wen, or scurvy, or scabbed, ye shall not offer these unto Yhwh, nor make an offering by fire of them upon the altar unto Yhwh. 23Either a bullock or a lamb that hath any thing superfluous or lacking in his parts, that mayest thou offer for a freewill offering; but for a vow it shall not be accepted.

- Tyndale Open Study Notes · v. 21A peace offering could be given in different ways: as a thanksgiving offering, an offering to fulfill a vow, or as a voluntary offering (see Leviticus 3:1–17).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 17-3319. Ye shall offer at your own will--rather, to your being accepted. a male without blemish--This law (Le 1:3) is founded on a sense of natural propriety, which required the greatest care to be taken in the selection of animals for sacrifice. The reason for this extreme caution is found in the fact that sacrifices are either an expression of praise to God for His goodness, or else they are the designed means of conciliating or retaining His favor.
