Context of Isaiah 51:15
13But you forgot Adonai your Maker, who stretched out the heavens and laid the foundations of the earth. Are you in constant dread all day because of the fury of the oppressor as he makes ready to destroy? But where is the fury of the oppressor? 14Soon one bowed down will be released. He will not die and go to the Pit, nor will his bread be lacking. “For I am Adonai your God, who stirs up the sea so that its waves roar—Adonai-Tzva’ot is His Name. 16I have put My words in your mouth, and covered you with the shadow of My hand— I who set the heavens in place, who laid the foundations of the earth, and say to Zion, ‘You are My people.’” 17Awake, awake! Stand up, Jerusalem! From Adonai’s hand you have drunk the cup of His fury, the chalice of reeling that you have drained to the dregs.

- Barnes’ Notes on the Bible · v. 15But I am the Lord thy God - In order to show them that he was able to save them, God again refers to the fact that he had divided the sea, and delivered their fathers from bondage and oppression. That divided the sea - The Red Sea. The Chaldee renders this, That rebuked the sea.‘ The Septuagint, ̔ ́ ho tarassōn - Who disturbs the sea.‘ or, who excites a tempest. Lowth renders it, Who stilleth at once the sea.‘ The Hebrew word is the same which occurs in…Read the comment
- Matthew Henry Concise Commentary · v. 9-16Verses 9-16 The people whom Christ has redeemed with his blood, as well as by his power, will obtain joyful deliverance from every enemy. He that designs such joy for us at last, will he not work such deliverance in the mean time, as our cases require? In this world of changes, it is a short step from joy to sorrow, but in that world, sorrow shall never come in view. They prayed for the display of God's power; he answers them with consolations of his…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1515. divided ... sea--the Red Sea. The same Hebrew word as "make to rest" (Is 51:4). Rather, "that terrify the sea," that is, restrain it by My rebuke, "when its waves roar" [Gesenius]. The Hebrew favors Maurer, "that terrify the sea so that the waves roar." The sense favors Gesenius (Jr 5:22; 31:35), or English Version (Is 51:9, 10, which favors the special reference to the exodus from Egypt).Read the comment
