Context of Isaiah 51:15
13Why have you forgotten the Lord, your Creator? He stretched out the heavens and laid the foundations of the earth. Why should you live in constant fear of the fury of those who oppress you, of those who are ready to destroy you? Where is the fury of those who oppress you? 14Chained prisoners will be set free. They will not die in prison. They will not go without food. I am the Lord your God who stirs up the sea and makes its waves roar. My name is the Lord of Armies. 16I put my words in your mouth and sheltered you in the palm of my hand. I stretched out the heavens, laid the foundations of the earth, and said to Zion, “You are my people.” 17Wake up! Wake up! Stand up, Jerusalem! You drank from the cup in the Lord’s hand. That cup was filled with his anger. You drank from the bowl, the cup that makes people stagger, and you drained it!

- Barnes’ Notes on the Bible · v. 15But I am the Lord thy God - In order to show them that he was able to save them, God again refers to the fact that he had divided the sea, and delivered their fathers from bondage and oppression. That divided the sea - The Red Sea. The Chaldee renders this, That rebuked the sea.‘ The Septuagint, ̔ ́ ho tarassōn - Who disturbs the sea.‘ or, who excites a tempest. - Jamieson–Fausset–Brown Commentary · v. 1515. divided ... sea--the Red Sea. The same Hebrew word as "make to rest" (Is 51:4). Rather, "that terrify the sea," that is, restrain it by My rebuke, "when its waves roar" [Gesenius]. The Hebrew favors Maurer, "that terrify the sea so that the waves roar." The sense favors Gesenius (Jr 5:22; 31:35), or English Version (Is 51:9, 10, which favors the special reference to the exodus from Egypt).Read the comment
