Context of Ezekiel 35:4
2“Son of man, set your face against Mount Seir and prophesy against it. 3Say to it, thus says Adonai Elohim: ‘Behold, I am against you, Mount Seir. I will stretch out My hand over you and make you utterly desolate. I will lay your cities waste. You will be devastated. So you will know that I am Adonai. 5“Because you have a long-standing hatred and have delivered Bnei-Yisrael to the power of the sword in the time of their calamity, in the time of their final punishment, 6therefore, as I live’—it is a declaration of Adonai—‘I will destine you for blood, and bloodshed will pursue you. Since you did not hate bloodshed, therefore bloodshed will pursue you.

- Tyndale Open Study Notes · v. 1-15This message of judgment is directed to Edom, Israel’s neighbor to the southeast. It is also called Mount Seir, the main mountain region of Edom. Edom stands as a symbol of all Israel’s enemies. For example, Edom rejoiced when Israel fell (Ezekiel 36:2; see also 25:12–14). When Babylon destroyed Judah, Edom may have thought it had a chance to grow stronger. However, the Lord said that its success would not last long.Read the comment

The Israelites "shall be no more a prey"; but Edom, the type of their most bitter foes, shall be destroyed irrecoverably. 2. Mount Seir--that is, Idumea (Ge 36:9).
