Context of Ezekiel 35:4
2"Son of man, set your face against Mount Seir, and prophesy against it, 3and say to it, Thus says the Lord God: Behold, I am against you, Mount Seir, and I will stretch out my hand against you, and I will make you a desolation and a waste. I will lay your cities waste, and you shall become a desolation, and you shall know that I am the Lord. 5Because you cherished perpetual enmity and gave over the people of Israel to the power of the sword at the time of their calamity, at the time of their final punishment, 6therefore, as I live, declares the Lord God, I will prepare you for blood, and blood shall pursue you; because you did not hate bloodshed, therefore blood shall pursue you.

Commentaries on Ezekiel 35:4
- Tyndale Open Study Notes · v. 1-15This message of judgment is directed to Edom, Israel’s neighbor to the southeast. It is also called Mount Seir, the main mountain region of Edom. Edom stands as a symbol of all Israel’s enemies. For example, Edom rejoiced when Israel fell (Ezekiel 36:2; see also 25:12–14). When Babylon destroyed Judah, Edom may have thought it had a chance to grow stronger. However, the Lord said that its success would not last long.Read the comment

Already stated in Eze 25:12-14; properly repeated here in full detail, as a commentary on Eze 34:28. The Israelites "shall be no more a prey"; but Edom, the type of their most bitter foes, shall be destroyed irrecoverably. 2. Mount Seir--that is, Idumea (Ge 36:9).
