Context of Exodus 8:13
11But when Pharaoh saw that there was relief, he hardened his heart and did not listen to them—just as Adonai had said. 12So Adonai said to Moses, “Tell Aaron, ‘Stretch out your staff and strike the dust of the earth, and it will become gnats throughout all the land of Egypt.’” So they did. When Aaron stretched out his hand with his staff and struck the dust of the earth, there were gnats on men and animals. All the dust of the earth became gnats throughout all the land of Egypt. 14When the magicians attempted the same with their secret arts to bring forth gnats, they could not. There were gnats on men and animals. 15So the magicians said to Pharaoh, “This is the finger of God.” But Pharaoh’s heart was hardened, and he did not listen to them—just as Adonai had said.

- Tyndale Open Study Notes · v. 13Moses requested: Moses predicted that the plague would stop the next day. God also predicted that Pharaoh would refuse to listen (see 8:15). These statements show an important truth. The ability to predict the future is central to God’s lordship (his rule and authority). God does not guess about what will happen. He knows what will happen. God sees the future clearly. He also directs events according to his will. Because he knows and controls the future…Read the comment
