Context of Deuteronomy 5:25
23For who is there of all flesh who has heard the voice of the living God speaking from the midst of the fire, as we have, and lived? 24You go near and hear all that Adonai our God says. Then you tell us all what Adonai our God tells you, and we will hear it and do it.’ “Adonai heard the tone of your words when you spoke to me, and Adonai said to me, ‘I have heard the tone of the words that this people has spoken to you—they have done well in all they have spoken. 26If only there were such a heart in them to fear Me and keep all My mitzvot always, so that it might go well with them and with their children forever! 27Go say to them, “Return to your tents.”

- Barnes’ Notes on the Bible · v. 23-33Verses 23-33 These verses contain a much fuller narrative of the events briefly described in Exodus 20:18-21. Here it is important to call attention to the fact that it was on the entreaties of the people that Moses had taken on him to be the channel of communication between God and them. They were in a good mind, under the strong convictions of the word they heard. Many have their consciences startled by the law who have them not purified; fair promises are extorted from them, but no…Read the comment
