Context of 2 Chronicles 19:4
2Jehu son of Hanani the seer went out to meet him and said to King Jehoshaphat, “Should you help the wicked and love those who hate Adonai? Because of this, wrath from before Adonai is against you. 3Nevertheless, good things are found in you, for you have removed the Asherah poles out of the land and have set your heart to seek God.” Jehoshaphat dwelt in Jerusalem and he went out again among the people from Beer-sheba over to the hill country of Ephraim and brought them back to Adonai, the God of their fathers. 5He also appointed judges in the land throughout all the fortified cities of Judah, city by city. 6He said to the judges. “Consider what you are doing, for you do not judge for man but for Adonai who is with you when you pass judgment.

- Adam Clarke Bible Commentary · v. 4From Beer-sheba to Mount Ephraim - Before the separation of the ten tribes, in speaking of the extent of the land it was said, From Dan to Beer-sheba; but since that event, the kingdom of Judah was bounded on the south by Beer-sheba, and on the north by the mountains of Ephraim. This shows that Jehoshaphat had gone through all his territories to examine every thing himself, to see that judgment and justice were properly administered among the people.Read the comment
- Barnes’ Notes on the Bible · v. 4Jehoshaphat, while declining to renounce the alliance with Israel (compare the 2 Kings 3:7 note), was careful to show that he had no sympathy with idolatry, and was determined to keep his people, so far as he possibly could, free from it. He therefore personally set about a second reformation, passing through the whole land, from the extreme south to the extreme north 2 Chronicles 13:19.Read the comment
- Tyndale Open Study Notes · v. 4-11In Jehoshaphat’s judicial reform, he appointed judges in the fortified towns (2 Chronicles 19:5) and a central court in Jerusalem (19:8). He urged all judges to think carefully and to judge with integrity and respect for the Lord. This meant they could not show favoritism or accept bribes, and they had to warn criminals not to sin against the Lord. The reform reinstated the law of Deuteronomy (Deuteronomy 16:18–17:13).Read the comment

Not long after he had resumed the ordinary functions of royalty in Jerusalem, he was one day disturbed by an unexpected and ominous visit from a prophet of the Lord [2Ch 19:2]. This was Jehu, of whose father we read in 2Ch 16:7. He himself had been called to discharge the prophetic office in Israel. But probably for his bold rebuke to Baasha…Read the comment
