Context of Isaiah 49:3
1Listen, O isles, unto me; and hearken, ye people, from far; Yhwh hath called me from the womb; from the bowels of my mother hath he made mention of my name. 2And he hath made my mouth like a sharp sword; in the shadow of his hand hath he hid me, and made me a polished shaft; in his quiver hath he hid me; And said unto me, Thou art my servant, O Israel, in whom I will be glorified. 4Then I said, I have laboured in vain, I have spent my strength for nought, and in vain: yet surely my judgment is with Yhwh, and my work with my God. 5And now, saith Yhwh that formed me from the womb to be his servant, to bring Jacob again to him, Though Israel be not gathered, yet shall I be glorious in the eyes of Yhwh, and my God shall be my strength.

Commentaries on Isaiah 49:3
- Barnes’ Notes on the Bible · v. 3And said unto me - That is, as I suppose, to the Messiah. God said to him that he was his servant; he by whom he would be particularly glorified and honored. Thou art my servant, O Israel - There has been great variety, as was intimated in the analysis of the chapter, in the interpretation of this verse. The question of difficulty is, to whom does the word Israel‘ refer? And if it refer to the Messiah, why is this name given to him? There is no variety in…Read the comment
- Tyndale Open Study Notes · v. 3The suffering servant would emerge from Israel (see Isaiah 41:8) and would be the true Israel. He would serve as both king (Isaiah 42:1) and prophet (Isaiah 49:1). He would be anointed with the Spirit of God (Isaiah 61:1). God would appoint him (Isaiah 48:16) as a faithful witness to God's plans (43:12; 48:20). In his mission to both Israel and other nations (Isaiah 49:6), the suffering servant would face rejection and disgrace while remaining faithful…Read the comment
