Context of Isaiah 28:14
12To whom he said, This is the rest wherewith ye may cause the weary to rest; and this is the refreshing: yet they would not hear. 13But the word of Yhwh was unto them precept upon precept, precept upon precept; line upon line, line upon line; here a little, and there a little; that they might go, and fall backward, and be broken, and snared, and taken. Wherefore hear the word of Yhwh, ye scornful men, that rule this people which is in Jerusalem. 15Because ye have said, We have made a covenant with death, and with hell are we at agreement; when the overflowing scourge shall pass through, it shall not come unto us: for we have made lies our refuge, and under falsehood have we hid ourselves: 16Therefore thus saith the Lord Yhwh, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.

- Barnes’ Notes on the Bible · v. 14Wherefore - This verse commences a direct address to the scoffing and scornful nation, which is continued to the close of Isaiah 28:22. It is addressed particularly to the rulers in Jerusalem, as being the leaders in crime, and as being eminently deserving of the wrath of God. Ye scornful men - Ye who despise and reproach God and his message; who fancy yourselves to be secure, and mock at the threatened judgments of the Almighty.Read the comment
- Matthew Henry Concise Commentary · v. 5-15Verses 5-15 The prophet next turns to Judah, whom he calls the residue of his people. Happy are those alone, who glory in the Lord of hosts himself. Hence his people get wisdom and strength for every service and every conflict. But it is only in Christ Jesus that the holy God communicates with sinful man. And whether those that teach are drunk with wine, or intoxicated with false doctrines and notions concerning the kingdom and salvation of the Messiah…Read the comment
